CENF EC Meeting 6 July 2026
CENF CE Meeting 6 July 2026
In attendance: Sue, Janet, Kerem, Robert Gibbs, with Lisa, Rob Quick, Tony, David, Nick Brown, Nick Hobbs, Marcus
Apologies received from Fergus and Charles Kingsley
The councillors had been notified of this date but appear to be unable to attend.
Agenda items:
- AGM minutes: these were not formally addressed but since the minutes were circulated, commented upon and revised I consider them to be approved.
- The three new members of the EC were welcomed and introduced to the group.
- Robert Gibbs was elected at the AGM; Rob Quick and Nick Brown were co-opted to the EC as was Charles Kingsley who had resigned his position but is now able to take it up again.
- Allocation of roles: It was agreed that a rolling Chair role will apply for the next few months as there is no permanent candidate currently; Secretary will be Sue (assisted by Janet); Treasurer will be Tony (Rob Jackson will be available to help with a handover); CIL progress will be followed up with Haringey by Nick H, Marcus and Nick B; Planning applications and the Newsletter will be covered by David with help from Rob (with info from Mark Afford when we have it), though the YMCA application will be followed up by Janet (in her absence Sue will attend the Teams event on 16 July); David will speak to Mark A about the CE Conservation Area Advisory Committee; Marcus will speak to Mark A about his contacts at LB/H re HTH and any other issues, any other contacts, also about the website (and the blog) and the mailing list; Robert has been in contact with Sylvia McDermott (of Brunsfield) in particular about tree maintenance (lack of) and will update us; Kerem will check out the/an instagram account. It is hoped that Fergus will be able to assist with tech stuff (Basecamp needs to be updated with the new members’ names, and some deleted, or a new Basecamp account is needed, and the other media as per the agenda need managing). David and Nick H? and Nick B? will do a retail health check. It was agreed that Mark Afford would be asked if he would be able to prepare a brief update report on HTH issues for the EC, at least until a current member has grasped the necessary details, as he is so knowledgeable and experienced in everything to do with the Town Hall: it would be much appreciated. Robert has a contact member of SPAB who may have helpful information.
- UPDATE: no update on HTH. The YMCA application was discussed, Janet summarised the local residents’ concerns. David will circulate a clipping about the Hornsey station/Lotus Building application. Nick H gave an update on CIL: he and Marcus had a telephone meeting with Bryce Tudball (LB/H), BT made it clear that it won’t be him who actually makes spending decisions, that will be the Transport Services team and the Highways team. They are looking for specific ideas and priorities. BT had had engagement with the councillors. Any plan incorporating parking spaces will need consultation. There will be a meeting between BT, the councillors, Marcus, Nick H and Nick B. BT made it clear that the CE allocation, being so large, will not proceed as quickly as we had previously thought might be possible. There was a discussion about “Participation Budgeting” (in the recent Manifesto) which might mean possibly more money going into CIL as it brings in wider resources. BT has put Marcus and Nick H in touch with Clara (Dublanc), CEO of Haringey Culture Collective. Marcus said BT confirmed the CIL money is there and is ring-fenced, we are going back with new ideas. There was a discussion about making the case for losing some parking spaces, and the various parking restrictions in CE generally which need re-visiting. Marcus will helpfully send round a note about the various ideas he has around this issue, in particular on Tottenham Lane. There is also the question of re-phasing of the traffic lights through central CE: there are 9 chargeable parking spaces which could helpfully be removed, the 2018 Health and Safety audit showed most accidents occurred outside Waitrose. The CIL submission is needed by the end of this month.
- Neighbourhood Plan: it was agreed to leave this discussion until the next meeting.
- Re-designation of the Forum: Sue will draft the application in the first instance, to be ready for the next EC meeting. It is anticipated that this can follow the line of the last application.
- AOB. Robert raised the question of how to clear up the mess left outside food outlets (all ideas welcome).
- The next EC meeting will be on 3 August at 6.30 pm at the Queens. The councillors will be sent these minutes and notified of the date.
Sue Cooper,
Secretary.
